Capacity Building Programs
WPTI’s capacity building programs are designed to address a specific challenge or need shared by a cohort of selected participating organizations. These programs provide structured, collaborative learning experiences that foster peer learning and collective problem-solving. By bringing together organizations facing similar challenges, participants gain valuable insights, share best practices, and develop practical strategies to enhance their capacity. Our strengths-based approach ensures that participants leverage their existing assets while building new skills and capacities to drive positive, sustainable change.

BELL is a four-month, hands-on learning community designed to help workforce development teams enhance employer engagement strategies and improve job placements. Participants gain practical skills in labor market intelligence, employer outreach, trust-building, and real-time problem-solving through expert-led workshops, personalized coaching, and real-world applications. The program is fully funded and supports organizations in building long-term, strategic employer partnerships to maximize impact.
BELL programs are designed for workforce development organizations. Each participating organization sends a team, including:
A program director or job development supervisor
Two or three job developers or staff responsible for employer partnerships

WPTI has worked with NYC foster care agencies since 2013, in partnership with Pinkerton Foundation and NYC ACS, to improve workforce development for foster youth. Through initiatives like the Foster Care Leadership Roundtable and the Mentored Internship Program (MIP), WPTI has helped agencies strengthen work readiness services, serving over 1,300 youth with a 76% internship completion rate, 93% education continuation rate and a 32% employment rate. WPTI continues to expand MIP by enhancing technical assistance, growing MIP University, and increasing micro-grant opportunities for foster youth projects. Additionally, WPTI has launched the Make It Work Collaborative to connect foster youth with high-quality job training programs. Partnering with the Center for Fair Futures, WPTI continues to refine career development models and support workforce programs that empower foster youth toward meaningful employment and education pathways.
